The way certain parking lot capacity is built and exists but is only used at rare times for overflow where as other parking at other times is always full and a nightmare to have to factor-in/negotiate.
Now then, as far as that equation of efficency versus need versus balance and design in problems related to traffic, congestion, lines, etc. while consciously engineering the future towards blah, blah, blah
